Specifically it meant that no prisoners would be taken. Often, however, this turned out not to be the case. Simply because 99.9% of humans really don't want to kill eachother, if they have an option. Often what would happen was that pockets of the opposing army that surrendered during the battle would not be spared, but once a general surrender was announced, the remaining troops WOULD be taken prisoner. However, in this scenario it was still likely that the officers would be executed.
