I need help with something, please?

I am trying to write my thesis and English is not my native language. Please, check my text for mistakes, please, thanks:

Furthermore, the creation of the General Directorate as a regulatory agency for the development of the Technologic, Pedagogical and Technical-Productive Education, results transcendental, historic and strategic to look with optimism the technological training in Italy.”

Well, English is my first language, I could just about understand the first paragraph if I knew what the Competency-Based Approach was but the second paragraph is pure gobbledegook as it does not even have a finite verb in it. Surely you can't understand it but if you do it needs rewriting. My only comment on the content is that I think you mean Technological rather than Technologic.
